CLI 55 要求非互動連結明確指定團隊，協助 CI 與程式代理避免誤部署。

把團隊與專案變成輸入契約

將 VERCEL_ORG_ID 與 VERCEL_PROJECT_ID 成對設定。token 負責驗證，不應隱式選擇目標。

部署後核對 owner、project、environment 與 commit，並把 missing_scope 視為設定錯誤。
